　　建设粤港澳大湾区，是习近平总书记亲自谋划、亲自部署、亲自推动的重大国家战略。2023年，习近平总书记赋予粤港澳大湾区“新发展格局的战略支点、高质量发展的示范地、中国式现代化的引领地”的全新定位。党的二十届三中全会提出，要发挥国家发展规划战略导向作用，强化国土空间规划基础作用，增强专项规划和区域规划实施支撑作用，推动京津冀、长三角、粤港澳大湾区等地区更好发挥高质量发展动力源作用。

　　Building Guangdong-Hong Kong-Macao Greater Bay Area (GBA) is a major national strategy that General Secretary Xi Jinping personally planned, deployed and promoted. In 2023, General Secretary Xi Jinping re-positioned GBA as “a strategic fulcrum of new development pattern, a demonstration area of high-quality development, and a leading area of Chinese modernization”. At the third plenary session of the 20th Central Committee of the Communist Party of China, it was mentioned that we need to better harness the strategic guiding role of national development plans, bolster the basic role of territorial space plans, and reinforce the supporting role of subject-specific plans and regional plans, and enable regions like the Beijing-Tianjin-Hebei region, the Yangtze River Delta, and the GBA to better play their roles as engines of high-quality development.

　　适逢《粤港澳大湾区发展规划纲要》发布5周年，根据《广东省推进粤港澳大湾区建设2024年工作要点》中“谋划开展粤港澳大湾区环珠江口100公里‘黄金内湾’区域概念规划编制”的工作部署，广东省自然资源厅组织开展“黄金内湾”概念规划与设计国际咨询工作，面向全球公开邀请具有相关规划设计经验的规划设计机构参与，集思广益、创新进取，形成具有国际一流水准的规划与设计成果，引领环珠江口一体化高质量发展。

　　At the 5th anniversary of the release of the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area, it is adopted to develop the conceptual plan of the 100-kilometer Golden Inner Bay around the Pearl River Estuary in GBA at the Work Focus for Guangdong Province to Advance the Construction of the Guangdong-Hong Kong-Macao Greater Bay Area in 2024. Department of Natural Resources of Guangdong Province is going to organize the international consultation for Conceptual Planning and Design of Golden Inner Bay, and invite planning and design institutions with relevant working experiences around the world to participate for more productive and innovative schemes with international first-class standards, which will lead the integrated and high-quality development around the Pearl River Estuary.

　　四、咨询内容及范围

　　IV. The Content and Scope of Consultation

　　1.咨询内容 Content

　　本次国际咨询包含概念规划和节点设计两部分。概念规划聚焦区域一体化背景下的关键地区谋划、产业转型与创新驱动下的创新空间重塑、中国式现代化发展下的城市品质和形象提升、生态文明思想下的韧性国土空间营建等若干关键议题进行总体战略与空间格局谋划，并提出重点行动及政策建议。节点设计聚焦“黄金内湾”中城际合作等关键节点进行设计，提出城市设计管控指引。

　　The International Consultation includes two parts: conceptual planning and node design. The conceptual planning shall focus on key issues such as the planning of key areas in the context of integrated regional development, the reconstruction of innovation space driven by industrial transformation and innovation, urban quality and image enhancement in the context of Chinese modernization, and the construction of resilient territorial space with the idea of ecological civilization. Applicants are required to conduct overall strategy and spatial framework, and propose key action plan and policy recommendations. The node design shall revolve around key nodes for inter-city cooperation or other key issues in Golden Inner Bay, and propose urban design control guidelines.

　　2.工作范围 Scope

　　“黄金内湾”的基础工作范围涉及广州、深圳、珠海、佛山、东莞、中山6个地市的部分地区，概念规划面向“黄金内湾”全域，包括但不限于“黄金内湾”基础工作范围，各团队可结合研究提出工作范围局部优化建议。节点设计工作由咨询团队选取2个节点开展。

　　The basic planning area of “Golden Inner Bay” covers parts of the 6 cities including Guangzhou, Shenzhen, Zhuhai, Foshan, Dongguan, Zhongshan. Conceptual planning covers the whole area of Golden Inner Bay including but not limited to the basic planning area. Each team could suggest to optimize part of the planning area based on their research. Node design shall include two nodes selected by each team.

　　五、咨询规则

　　V. Work Rules

　　本次咨询工作分为三个阶段进行：第一阶段为资格预审阶段，第二阶段为咨询设计阶段，第三阶段为方案评选阶段。

　　The International Consultation will encompass three stages: pre-qualification, design consulting, and design evaluation.

　　1.第一阶段：资格预审阶段 Stage 1. Pre-qualification

　　（1） 申请单位按要求提交资格预审申请文件，由主办单位组建资格预审委员会，对申请单位提交的资格预审申请文件进行评审，择优评选出6家入围咨询团队（含联合体，下同；以下简称“咨询团队”）。资格预审结果经主办单位确认后在相关平台对外公布。

　　(1) Applicants shall submit the pre-qualification application documents as required. A Pre-qualification Review Committee will be formed by the Host to evaluate these documents. Six shortlisted consulting teams (including consortia, referred to as "Consulting Teams") will be selected for the next stage. The pre-qualification result will be published on relevant platforms after confirmed by the Host.

　　（2） 择优评选出的6家咨询团队将收到由主办单位发出的入围通知书。

　　(2) The six selected consulting teams will receive notification letters from the Host.

　　2.第二阶段：咨询设计阶段 Stage 2. Design Consulting

　　6家咨询团队开展方案编制，并按时提交正式的成果文件，每家咨询团队限报1个方案，咨询团队以外的单位报送的方案将不予受理。咨询设计期间将组织启动会、技术交底会、调研和中期交流汇报会（具体以实际工作安排为准）。

　　The six consulting teams will prepare their proposals and submit the final deliverables within the specified timeline. Each team may submit only one proposal. Submissions from any other organizations other than the consulting teams will not be accepted. During this stage, a kick-off meeting, technical briefing meeting, site visit, and interim presentation meeting will be organized (subject to the actual schedule).

　　3.第三阶段：方案评选阶段 Stage 3. Design Evaluation

　　由主办单位组建方案评审委员会，对咨询团队提交的方案进行评审，并根据评选规则评选出三个优胜奖。

　　A Scheme Review Committee will be set up by the Host, and evaluate the deliverables submitted by the consulting teams. Three winning teams will be awarded according to evaluation rules.

　　七、咨询费用

　　VII. Consulting Fees

　　咨询团队在提交符合《技术文件》要求的成果文件，并通过专家评审，且提交经主办单位确认的修改完善成果后，可获得由承办单位支付的相关费用，具体如下:

　　After submitting the deliverables that meet the requirements of the Technical Document, passing the expert evaluation, and submitting the revised deliverables confirmed by the Host, the consulting teams may receive the related fees paid by the organizer, as follows:

　　（1）咨询费用：入围咨询团队将分别获得咨询费用280万元/家（人民币，含税，下同）；

　　(1) Consulting fees: Each shortlisted consulting team will receive a consulting fee of CNY 2.8 million (including tax, sic passim).

　　（2）优胜奖金：优胜方案单位将分别额外获得奖金100万元/家。

　　(2) Winning bonus: each winning team will receive an additional bonus of CNY 1 million.

　　注：咨询方案经评审委员会评定为无效方案的咨询团队，将不能获得国际咨询相关费用。

　　Note: Consulting teams whose deliverables are deemed invalid by the Scheme Review Committee will not be eligible for the fees related to the International Consultation.

　　八、资格条件要求

　　VIII. Qualification Requirements

　　1.申请单位（若为联合体，指联合体各方）是合法注册的独立法人或合伙制企业或其他组织，须提供有效的营业执照或注册登记证明。

　　The applicant (if it is a consortium, it refers to the parties in the consortium) shall be a legally registered independent legal person or partnership enterprise or other organization, and shall provide a valid business license or registration certificate.

　　2.申请单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时以多个申请人名义参加。

　　Applicants sharing the same president or with holding or management relationships shall not participate in the consultation as multiple applicants at the same time.

　　3.申请单位（独立或联合体）须具备由中华人民共和国自然资源部颁发的城乡规划编制甲级资质。

　　The applicant (independent or consortium) must hold the Grade A certificate of urban and rural planning issued by Ministry of Natural Resources of People’s Republic of China (PRC).

　　4.本项目接受联合体，以联合体形式申请的，联合体中至少有一家成员具备上述第3点的资质条件，联合体成员数量原则上不超过4家。鼓励由中国境内、境外规划设计团队以及交通、水利、景观、历史遗产、生态、产业等专项技术团队共同组成联合体参加。申请单位须提交具有法律效应的联合体协议，并在协议中明确联合体的牵头单位及各方分工。联合体各成员签订《联合体协议书》后，不得再以自己名义单独申请，也不得组成新的联合体或参与其他联合体，否则资格无效。

　　This consultation accepts consortia. If the application is submitted by a consortium, at least one member of the consortium has the qualifications mentioned in point 3 above, and the number of consortium members shall not exceed 4 in principle. We encourage local and overseas planning and design teams, special technical teams majoring in transportation, water conservancy, landscape, historical heritage, ecology, and industry to form a consortium to participate. Consortium Agreement shall be submitted for consortium application and the leading member shall be identified. Once the Consortium Agreement is signed, all members of the consortium shall not participate in the consultation in their own or participate in another consortium, otherwise their applications will be invalid.

　　注：申请单位需根据资格条件要求按照资格预审申请文件规定的内容提供相应证明材料。

　　Note: Applicants shall provide supporting materials in accordance with the qualification requirements and the list specified in the Rules for Pre-qualification.

　　申请单位的属地以其公司总部(或所属集团总部)的企业工商注册地址为依据进行确定。

　　The region or country an applicant belongs to will be determined by the registered business domicile of its headquarters (or group headquarters).

　　本次国际咨询在广东省自然资源厅官网、广东省国土空间规划协会官网等相关行业网站/公众号发布国际咨询公告。本次国际咨询不收取任何费用。

　　The International Consultation will be announced on the official website of the Department of Natural Resources of Guangdong Province, the official website of Guangdong Territorial Spatial Planning Association, and other related professional websites/official accounts. No fees will be charged for the International Consultation.
